Radio Centre-Ville's Statement of principles

Radio Centre-Ville Saint-Louis Inc.(RCV) will respond to the needs and interests of the people of our neighbourhoods by offering balanced programming and emphasizing local themes. RCV will thus give priority access to local residents and groups, particularly those neglected by other media.

RCV will respect our community's diversity in a spirit of impartiality. The minorities' right to airtime will be respected as much as the majority's. As a community medium, RCV will invite ethnic groups to express themselves in their own language. The development of dialogue and communication between the different ethnic and linguistic groups will be encouraged, in order to promote mutual understanding. We will work for the development of the objective conditions leading to an active participation of immigrants in the Quebec society.

Inner-city residents can be best served by guaranteeing their participation in programming through RCV's policy of open access. RCV will offer technical training on a continuing basis; will favour local musicians and artists; will be a forum where subjects of public interest can be debated; will encourage innovation in the use of radio, and will produce programs which provoke thought rather than mirror conformity.

RCV will remain independent of any party, sect or ideology; this will not, however, limit access to the airwaves. On the contrary, RCV will be an open forum for all viewpoints, within the framework of an equitable distribution of airtime. RCV will be free to refute any dogma and will work in a spirit of democratic journalism. RCV's programming will, first and foremost, be oriented towards promoting the interests of low income residents of our area.

Acceptance of this statement of principles shall be the first condition of membership in Radio Centre-Ville.
